HSE HEALTH & SAFETY SITE ENGINEERS – SAUDI ARABIA

Our clients are currently involved in various construction and upgrade of Power Projects within Saudi Arabia.   They are currently seeking HSE HEALTH & SAFETY SITE ENGINEERS preferably with experience of large Power Projects including coal fired/thermal/CCGT and previous work experience in the Middle East as an Expat. Candidates should have BSc or bachelor engineering degree or NEBOSH or equivalent accreditation from a recognized professional body having minimum ten (10) years of Construction Site safety experience of large multi-discipline and multi-national projects like Power / Oil / gas / Petrochemical Projects as a Safety Engineer. 

Thorough knowledge of relevant International health and safety Standards and proficient in relevant software's & safety implementation Procedures. Thorough knowledge of HSEQ management practices and risk analysis of complex systems, well versed in MS Office and familiar with MIS.  Good English communication skill and leadership qualities. Our client a Western International company is the Owner’s Engineer providing Project Management and Consultancy Services in the power industry.  They are seeking a LEAD MECHANICAL ENGINEER to be located in Saudi Arabia (Northern area) for the construction of an integrated Solar and Combined Cycle 1050 MW (ISCC) Power Plant Project, with focus on Turbine Centre Line.  Applicants should be a BSc or bachelor degree holder in Engineering with at least 10-15 years of proven overall experience with site construction supervision and mechanical installation of similar type of large Thermal/CCGT Power Projects and/or Heavy Oil, Gas, Petrochemical Projects including experience as a Lead Engineer, preferably with previous Middle East/Saudi work experience.

Our client is an International Contractor.  They are seeking a PROJECT MANAGER for a Cross-rail Project in London, to be responsible for implementing, maintaining and reporting against the business plan for that business on a timely basis.   The Project Manager is responsible to deliver the Project within Budget and on Schedule while creating a business relationship with the client to ensure repeat business.  
KEY RESPONSIBILITIES & accountabilities:

Our client is an International Contractor.  They are seeking a PLANNING & SCHEDULING MANAGER for a Cross-rail project in London to be responsible for implementing Company policies, systems and procedures.
The Planning & Scheduling Engineer is responsible for Plans and production schedules. Draws up master/discipline schedule to establish sequence and lead time of each operation to meet client master schedule. Updates client through nominated software. Analyzes production specifications and construction data and performs mathematical calculations to determine material, tools, and human resource requirements for the schedule. Plans and schedules workflow for each operation according to previously established client sequences and lead times.  
SPECIFIC RESPONSIBILITY:
   
Ability to develop and update a schedule.
Awareness of to read plans, specs, and contracts to determine just what all stakeholders expect of the schedule.
Account for and record delays to the schedule and to analyze the impacts of those delays to comply with NEC3 form of contract.
Ability ways to accelerate and sequence the project that will have little cost
implications.
Efficient in use of scheduling software programs and the flow of work.
Create the plan and figures out how build the project in the most efficient manner

SHIFT OPERATIONS MANAGER – POWER & WATER PRODUCTION PLANT – UAE 
Our client is responsible for the Operations and Maintenance of a Power & Water Desalination Production Plant located in Abu Dhabi, UAE.  They are currently seeking Day Shift Operations Manager reporting to the Operations Director.
The Main Responsibilities are:-

Ensure the staff (nationals and Expats) during the shift follows Company HSE practice.
Coach shift managers to better their involvement and ownership on plant actitivies.
Improve nationals and expats plant operation experience through practical start-ups, shut downs and troubleshooting, RCA. 
Adhering with Operations Excellence and performance programs.
Ensure that nationals are engaged in operations activities at all times.
Monitor national staff participation and counsel those which are not meeting the minimum attendance.
Ensure all decisions are risk assessed and make business sense.
Promote cross training among the operations staff
Promote staff theoretical and on job training to satisfy operations staff succession plan.   Individual Responsibilities:-
Can hold a Senior Authorised Person for PTW.
Understand the Emergency Response Plant as well as the Business Continuity Plan.
Appropriate charge handing over and taking over thorough gap analysis.
Can read all electrical single line drawings.
Understands the electrical switching interlocks.
Can make switching plans and get them actioned by control room engineers.Knows the emergency procedures including black out procedure, environmental or safety emergency procedures.
Can read off the P&IDs of all the Plant.Experience working with CMMS (Maximo is an asset).
Understanding of plant control logic.Responsible for ensuring correct condition monitoring of plant equipment and help ops staff to take corrective actions.
Able to analyse the plant upset/trip reasons.Conversant with plant operating procedures.
Responsible for ensuring start up and shut down of plant equipment as per approved procedures.
Responsible to ensure PTW activities are carried out correctly.
Responsible to communicate with Load Dispatch Centre in a professional way.
Responsible to communicate with Planning & Maintenance personnel regarding plant issues.
Responsible to ensure completion of JBTs and Refresher JBTs for staff.
Be a mentor to the operations staff.

Responsible for ensuring risk assessments of the plant are to be carried out.
Ensure Personal protective equipments (PPE) are used by all personnel’s working on site as a means to achieve safety.
Ensure special PTWs like confined space, hot permits, excavation, etc. are implemented perfectly.
Write reports related to Accidents, incidents, near miss and investigate in details.
Carryout Safety induction training.
Ensure IRLT is implemented while issuing the PTW and Safety rules are followed.   SUPERVISORY RESPONSIBILITIES;
1.    Guides and coaches the staff in all operational activities
2.    Ensures communication is carried out only in English 

Candidate Specification: Degree in Engineering or equivalent training and experience
10 or more years’ operation experience in a large power plant with multiple technologies 2000MW or larger, either conventional and/or large combined cycle.

An international power operations / Maintenance company are seeking a Mechanical Maintenance Manager to join the maintenance team at a CFB Coal Fired Power Plant on the border of South Africa.  
Duties & Responsibilities:-
Compilation of maintenance planning and respective procedures.
Implementation of maintenance procedures.
Control of maintenance measures.
Improvement of maintenance strategy.
Preparation of work instructions for own staff.
Preparation and control of job orders for third party service providers.
Preparation and implementation of EHS-Procedures.
Compilation and control of the maintenance budget.
Reporting on maintenance activities and on plant/equipment status.
Application and improvement of a CMMS - (Computerized maintenance management system).
Direction of maintenance staff.
Co-ordination of the maintenance activities with Operation and the speciality maintenance departments (mechanical, electrical and I&C).
Securing of the availability of spares in co-operation with the warehouse and the Technical Office.
Management of workshop and related equipment, tools and tackles.

They are currently seeking a Senior Contract Administrator.  Candidates should be well qualified, preferably with University degree in Commercial Law/QS or Engineering, with construction exposure in Quantity Surveying and/or Contracts Administration and have at least 15 years’ experience including large civil construction projects with value > $100 million and work experience in the Gulf countries and/or Saudi Arabia for at least 3 years.

 Principal Duties & Responsibilities:

LEAD PROCESS ENGINEER – Refinery Upgrade / Hydrocracker Project - Bahrain 

Our client is the leading provider of international professional engineering services to the Energy, Resource and Complex Process Industries in the Middle East.  They have been awarded the PMC contract for the upgrade of an existing refinery to increase output.   This is a five year project and will involve nine new units being integrated with fourteen existing units, including a residue hydrocracker, vacuum gas oil hydrocracker, diesel hydrotreater, sulfer recovery unit, and delayed coker unit.   The FEED has been completed and the EPC packages are just going out to bid.

We are seeking a Lead Process Engineer – Residue Hydrocracker Unit (RHCU) for a start as soon as possible.  Candidates must have a minimum of 15 years engineering DESIGN experience with the vast majority of this involved in different refinery process units. This absolutely must include RHCU’s and other hydrocracker units. Other experience may include Diesel Hydrotreaters, (DHT), Vacuum Distillation Units (VDU), Vacuum Gas Oil (VGO) Hydrotreaters and Fluid Catalytic Cracking Units (FCCU) etc.

Candidates should preferably have a Degree in Mechanical Engineering and/or equivalent of 10–15 years International overseas experience in O&M on similar Projects.

Broad Spectrum of Duties & Responsibilities include:-

-       Operation of the power plant in accordance to the instructions of the load dispatcher, the respective manuals and the applicable regulations.

-       Compilation of operation and/or maintenance planning and respective procedures.

-       Implementation of operation procedures.

-       Control of operation and/or maintenance measures.

-       Improvement of operation and/or maintenance strategy.

-       Co-ordination of the maintenance activities with Operation and the specialty maintenance departments (mechanical, electrical and I&C) or

-       Co-operation with the maintenance and administrative departments.

-       Asset Managers - Planning, scheduling and co-ordination of outages and repair measures with the Operation and the Maintenance department & reporting on asset condition and plant performance.

-       Preparation and implementation of EHS-Procedures.

-       Compilation and control of the operation and/or maintenance budget.

-       Reporting on operation and/or maintenance activities and on plant/equipment status.

-       Application and improvement of a CMMS.

-       Direction and organisation of entire operation and/or maintenance activities including staff.

-       Periodical evaluation of staff’s skills and required training measures.

-       Periodical evaluation and optimisation of strategies and procedures.

-       Securing of the safety for staff and plant during day to day maintenance and/operation as well as during start up and shut down and repair measures.

-       QA /QC for all operation and/or maintenance measures.

-       Preservation of the plant availability and performance.

-       Reporting to the Plant Manager.

-       Securing of the availability of spares in co-operation with the warehouse and the Technical Office.

-        Management of workshop and related equipment, tools and tackles.

-        Interface Management with experts from EPC ´s, designer ´s and OEM’s side.
