CONTRACT AND CLAIMS ADMINISTRATOR – SAUDI ARABIA

 

Our client is a reputed provider of Large-Scale EPC Contracts to public and private clients throughout  Saudi Arabia.  Their successful contracts include industrial facilities, civil works, prestigious buildings, office towers and commercial buildings and residential developments and they are also currently engaged on an exciting new infrastructure project on the West Coast of Saudi Arabia, located on the Red Sea, for a new tourist resort and Coastal Village accommodating the resort personnel.

They are urgently seeking a CONTRACT/CLAIMS ADMINISTRATOR  with at least 10 years’ experience in contract administration and claims preparation, some experience in quantity surveying is required for commercial assessment of claims.

Candidates should be well qualified and preferably have previous experience working on similar Civil, Construction, Infrastructure projects for a prime contractor in the Middle East. 

The position is based at our client’s HQ in Riyadh, with travel to project sites required for short durations.

Key Responsibilities

• The estimator is responsible for preparing proposal estimates for Major Mining & Metal, Semi-Conductor Industry Projects.

• Compiling the Quantity Measure from Reading the Scope of Work Documents, Technical Specifications, Drawings & Compile an Estimated Quantity of Materials & Labour required to Price the Project to the Client.

• Gather and maintain cost information for the estimating department including the collection of cost data from previous and ongoing projects and management of an estimating data base to assist in the preparation of estimates for new work.

• Provide effective commercial and contractual support to operations in accordance with policies & procedures.

• Liaise with clients from initial enquiries through to final accounts agreement and securing final payment.

• Liaising with suppliers and sub-contractors and internal team members in relation to pricing variations.

• Conduct periodic review of work practices to identify appropriate cost saving measures.

• Quantify material, plant, and labour requirements.

• Participates in improving techniques for estimating.

• Maintains and support the estimating database and information such as escalation indices, rate of exchange variation, productivity, etc

• Works with Engineering disciplines to prepare the Estimate Schedule.

• Send out enquiries and work closely with procurement and supply chain at tender stage to ensure that tender costs are correct and competitive.

• Follow up on the bids submission and manage through to contract stage, where required. This will include obtaining feedback on the pricing.

• Provide Value Engineering options and associated costs, utilising innovation, and the supply chain to ensure we add value in our tender where appropriate.

• Represent the Company at site visits and meetings with clients as required.

• Identify resources to complete the bid

• Handover of successful tender information such that operational teams are suitably briefed

Qualifications:

 • Bachelor (Hons) Degree in Mechanical or Electrical Engineering

Essential Requirements

• 10+ years’ min. industry experience preferably in Mechanical or Electrical Engineering

• Excellent IT Skills and adaptability

Job Description

Having oversight of a specific area and establishing a course of action within limits of company practices and guidelines, the purpose of this position is to perform the essential job duties and functions as listed below with the overall objective of establishing an execution framework on the project that complies with the contract and ensures the safety, quality, value, timeliness, and profitability of the completed project. This position performs project management responsibilities on a small to medium sized, low to moderate risk engineering, procurement, fabrication, and construction/construction management (EPFC/CM) or services project (as defined by the Business Line) or on an assigned segment of a larger project, including coordination of design, procurement, and construction activities. When assigned to only a segment of a larger project, this role develops a complete understanding of the contract and any relevant subcontracts in order to provide full support to the project management team. When acting in the role of a Proposal Manager, this position is responsible for managing completion of technical and commercial proposals, providing project planning, means and methods of project execution, schedule preparation, cost estimating, and proposal strategy.
• Ensure Health, Safety and Environmental (HSE) is emphasized throughout all phases of the project
• Develop a complete understanding of the prime contract and relevant subcontracts
• Collaborate in the preparation of the project in accordance with the Company’s contractual obligations,  Operating System Requirements (OSR) and the relevant Operating System Implementation Plan (OSIP)
• Verify with the Project Director (PD) that project requirements for Baseline Centric Execution, safety, quality, cost, and productivity are met in all locations managed by the Company where work is being performed
• Draft for the Project Director (PD) approval the project baseline (as defined in the OSR) and verify that it is fully documented, updated, and communicated to the project team as appropriate , and match to contract scope of work and responsibilities
• Support the PD to deliver the project in accordance with the project execution and commercial baselines
• Other duties as assigned

 

Basic Job Requirements

• Accredited four (4) year degree or global equivalent in applicable field of study and eight (8) years of work-related experience or a combination of education and directly related experience equal twelve (12) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements

The Company is executing DDR Membrane Demonstration Test Project in Vanderbilt, Texas.  They have already completed the fabrication and installation of the facility in June 2022 and the facility is now being commissioned.

They require Facility Operation and Maintenance Staff to join to the operation of the facility and to support the execution of test operation by following the Company’s instructions as below:-

Demonstration Facility Operation:

• Operates hand valves in the facility during start-up, train switching, and shutdown.  To provide safe operation procedures (SOP) of the demonstration facility and to train the staff before assigning to the operation.

 • Operates Human-Machine Interface (HMI) for controlling the facility. The Company to provide the instructions for HMI operation.

 • Monitors operating conditions on HMI during stable operation.

• Patrols the facility during stable operation.

 • Helps setting up temporary measurement apparatus for troubleshooting of the facility.

• Helps to develop operation plan (schedule, shift planning).

 

Demonstration Facility Maintenance:

• Helps to develop troubleshooting plan.

 • Helps to develop maintenance plan.

 • Removes/reinstalls light equipment and instruments (valves, transmitters, and gauges).

 • Opens/closes flanges.

 • Manages contractors assigned to the maintenance works.

• Helps to remove/reinstall heavy equipment and pipe spools.

Lab Work Supports:

 • Samples gases at sampling points in the facility based on sampling plan provided.. • Helps analysis of gas samples by Gas Chromatograph (GC).

Knowledge, Abilities and Skills

 • Job experience in plant operation and maintenance.

• Thorough and well understanding of health, safety, and environmental (HSE) in plant operation and maintenance.

 • Experience and knowledge for gas treating facility (e.g. GOSP, natural gas treating facility, LNG)

. • Experience and knowledge of plant operation system (e.g. Distributed Control System (DCS), Programmable Logic Controller (PLC)).

 • Ability to investigate possible causes of troubles and to develop troubleshooting plan.

 • Ability to manage contractors (mechanical contractors and I&E contractors) in maintenance works.

• Able to work in 12 hours rotation shift (7AM-7PM or 7PM-7AM) during the operation.
